Yesterday, Attorney General Pam Bondi appeared before the House Judiciary Committee. Among the more notable exchanges was when Rep. Pramila Jayapal asked some of Jeffrey Epstein’s victims who were in the audience to stand up and indicate whether Bondi’s DOJ had ever contacted them about their experiences. None of them had heard from the Justice Department. Bondi wouldn’t even look at the victims as she frantically flipped through her prepared notes.

And that’s when news organizations, including Reuters, caught something alarming: one of the pages Bondi held up clearly showed searches that Jayapal herself had done of the Epstein files:

The Department of Justice—led by an Attorney General who is supposed to serve the public but has made clear her only role is protecting Donald Trump’s personal interests—is actively surveilling what members of Congress are searching in the Epstein files. And then bringing that surveillance data to a congressional hearing to use as political ammunition.

This should be front-page news. It should be a major scandal. Honestly, it should be impeachable.

There is no legitimate investigative purpose here. No subpoena. Nothing at all. Just the executive branch tracking the oversight activities of the legislative branch, then weaponizing that information for political culture war point-scoring. The DOJ has no business whatsoever surveilling what members of Congress—who have oversight authority over the Justice Department—are searching.

Jayapal is rightly furious:

We’ve been here before. Way back in 2014, the CIA illegally spied on searches by Senate staffers who were investigating the CIA’s torture program. It was considered a scandal at the time—because it was one. The executive branch surveilling congressional oversight is a fundamental violation of separation of powers. It’s the kind of thing that, when it happens, should trigger immediate consequences.

And yet.

Just a few days ago, Senator Lindsey Graham—who has been one of the foremost defenders of government surveillance for years—blew up at a Verizon executive for complying with a subpoena that revealed Graham’s call records (not the contents, just the metadata) from around January 6th, 2021.

“If the shoe were on the other foot, it’d be front-page news all over the world that Republicans went after sitting Democratic senators’ phone records,” said Republican Sen. Lindsey Graham of South Carolina, who was among the Republicans in Congress whose records were accessed by prosecutors as they examined contacts between the president and allies on Capitol Hill.

“I just want to let you know,” he added, “I don’t think I deserve what happened to me.”

This is the same Lindsey Graham who, over a decade ago, said he was “glad” that the NSA was collecting his phone records because it magically kept him safe from terrorists. But now he’s demanding hundreds of thousands of dollars for being “spied” on (he wasn’t—a company complied with a valid subpoena in a legitimate investigation, which is how the legal system is supposed to work).

So here’s the contrast: Graham is demanding money and media attention because a company followed the law. Meanwhile, the Attorney General is actually surveilling a Democratic member of Congress’s oversight activities—with no legal basis whatsoever—and using that surveillance for political theater in a manner clearly designed as a warning shot to congressional reps investigating the Epstein Files. Pam Bondi wants you to know she’s watching you.

Graham claimed that if the shoe were on the other foot, it would be “front-page news all over the world.” Well, Senator, here’s your chance. The shoe is very much on the other foot. It’s worse than what happened to you, because what happened to you was legal and appropriate, and what’s happening to Jayapal is neither.

But we all know Graham won’t speak out against this administration. He’s had nearly a decade to show whether or not the version of Lindsey Graham who said “if we elected Donald Trump, we will get destroyed… and we will deserve it” still exists, and it’s clear that Lindsey Graham is long gone. This one only serves Donald Trump and himself, not the American people.

But this actually matters: if the DOJ can surveil what members of Congress search in oversight files—and then use that surveillance as a weapon in public hearings—congressional oversight of the executive branch is dead. That’s the whole point of separation of powers. The people who are supposed to watch the watchmen can’t do their jobs if the watchmen are surveilling them.

And remember: Bondi didn’t hide this. She brought it to the hearing. She held it up when she knew cameras would catch what was going on. She wanted Jayapal—and every other member of Congress—to see exactly what she’s doing.

This administration doesn’t fear consequences for this kind of vast abuse of power because there haven’t been any. And the longer that remains true, the worse it’s going to get.

In September 2024, we reported on an unprecedented anti-piracy measure handed down in Argentina.

Judge Esteban Rossignoli required local ISPs to block 69 domains linked to the pirate IPTV service Magis TV. More controversially, the judge also ordered Google to remotely uninstall sideloaded Magis TV apps from all Android devices with Argentine IP addresses.

“What was achieved is an unprecedented court order, which is in the process of being analyzed by Google – we understand that they cannot deny it – which is to uninstall, through the Android operating system update, the application on all devices that have an IP address in Argentina,” prosecutor Alejandro Musso said at the time.

While the Magis TV crackdown has some effect, the brand wasn’t gone. New IPTV services continued to pop up, including an apparent rebrand: XuperTV. This week, these two services are both targeted in a new high-profile court order.

70+ Domains Blocked, Apps Go Dark

On February 10 and 11, thousands of Argentine users discovered that Magis TV and its successor Xuper TV had stopped working entirely. Channel lists wouldn’t load, connections timed out, and in some cases, the apps completely vanished from smart TVs and mobile devices.

This is the result of Judge Rossignoli’s new court order, which covers more than 70 domains. The order requires ISPs to block domains and IP-addresses and, similar to the earlier version, orders Google to disable the applications on Android devices connecting from Argentina.

Users attempting to open the apps are greeted with a blunt message:

“Due to policy limitations, the account cannot be used in your area. Contact your retailer.”

The court order is part of a broader enforcement action, led by Argentina’s Specialized Unit on Cybercrime (UFEIC) under prosecutor Musso. According to La Nación and Cadena 3, the investigation included raids and the seizure of hundreds of TV Boxes. Those identified as responsible face up to six years in prison.

Before the full block hit, the platforms reportedly tried to limit their exposure by deleting all Argentine channels. However, that clearly didn’t work.

Operación 404

The Argentinian enforcement is part of Operación 404, an international anti-piracy operation led by Brazil’s Ministry of Justice that has previously coordinated raids and domain seizures across Latin America.

Coinciding with the Argentinian actions, Chile’s Department of Telecommunications ordered ISPs to block all sites using the brands Magis Tv, Flujo TV, Xuper TV or their variants. That includes “any domain, subdomain, IP address, link, redirect or mirror” that reproduces the content. The dynamic blocking order gives ISPs five days to comply.

The Chilean action was triggered by a complaint from Warner Bros. Discovery. ISPs must display a notice stating the sites were blocked for intellectual property infringement.

The Milei/Trump IP Agreement

The timing of the anti-piracy actions might not be coincidental. On February 5, Argentina and the United States signed a trade and investment agreement that includes explicit commitments on intellectual property enforcement.

Argentina committed to “establish a robust standard of protection for intellectual property” and to create “effective systems for enforcement in civil, criminal, and border areas” that “combat and deter the infringement or misappropriation of intellectual property, including in the digital environment.”

The United States reportedly lodged more than 100 copyright-related demands in the negotiations. Article 1.10 specifically commits Argentina to “investigate and bring criminal proceedings against operators of Argentina-based websites that engage in commercial-scale copyright piracy.”

That language goes well beyond Magis TV. It also targets sites like Fútbol Libre and Pelota Libre, which stream Argentine football without authorization.

VPN Interest Spikes

In addition to blocking pirate sites, the actions had an immediate side effect: a surge in VPN usage.

On February 10, Proton VPN’s account on X posted a graph showing a sharp spike in Argentine connections, asking: “Is everything okay in Argentina?”

Apparently, pirates quickly began sharing workarounds on social media. A common one involves installing ProtonVPN, connecting to a Mexican server, then reopening Magis TV or Xuper TV. In some cases, the apps work again via the VPN.

Others are changing DNS settings on their smart TVs manually, though this is reportedly becoming less effective. According to FayerWayer, rights protection systems are now using AI to identify pirate IPTV traffic in real time, leaving users who reconnect with constant interruptions and degraded quality.

What’s Next

The search for workarounds in response to blocking efforts is not new. We have seen this countless times already, dating back more than a decade ago. It doesn’t only apply to users either; the operators of pirate services and apps also have to get creative.

Whether Google actually complied with the removal order and, if so, what actions it took precisely remains an open question. Magis TV apps were distributed mostly as sideloaded APK files from third-party websites. For Google to remotely disable such an app, it would need to intervene on the users’ devices directly.

App developers could likely find ways to work around it by rebranding again, simply continuing the game of whack-a-mole. But that’s nothing new, of course.

The U.K. government appears to have covered up a dramatic rise in transgender youth suicides, according to data obtained by U.K.-based government accountability non-profit the Good Law Project.

As Erin in the Morning reports, data the non-profit obtained from the National Health Service (NHS)-funded National Child Mortality Database (NCMD) via a Freedom of Information request sharply contrasts with the government’s official report on trans youth suicides in the wake of the 2020 Bell v. Tavistock ruling.

As the Good Law Project notes, following the U.K. High Court of Justice’s initial ruling in Tavistock, which found that minors under 16 could not legally consent to receive puberty blockers for the treatment of gender dysphoria, the National Health Service (NHS) substantially limited access to gender-affirming care for minors. Those limits reportedly remained in place even after the Tavistock ruling was overturned in 2021.

The U.K. government commissioned its 2024 Appleby Report after the Good Law Project reported that two whistleblowers with the Tavistock gender clinic alerted the organization to a significant rise in suicides among young people on the NHS’s waitlist for appointments to begin gender-affirming care in the wake of the Tavistock case.

According to Good Law Project, the Appleby Report identified only 12 suicide deaths among current or former Gender Identity Development Service (GIDS) patients at the Tavistock clinic between 2018 and 2024. However, as Erin in the Morning notes, the report disregarded young people who were unable to access GIDS care due to long wait times, which, post-Tavistock, now last an average 25 years.

At the same time, Good Law Project submitted a Freedom of Information request with the NCMD, and has only just published the data it received.

“Good Law Project can confirm that in 2021–2022 suicides of trans children in England surged to 22, a marked increase from 5 and 4 the previous two years,” the organization wrote in a February 7 release. “This spike follows the decision by NHS England to pull down the shutters on gender-affirming healthcare for young trans people” following the Tavistock case.

In total, the NCMD data show 46 transgender children in the U.K. died by suicide between 2019 and 2025. In addition to the nine accounted for between 2019–2021 and the alarming spike to 22 between 2021–2022, the data also show 10 suicide deaths between 2022–2023. And, according to Good Law Project, NCMD added that “the numbers reported in more recent years will likely be underestimated, due to a higher proportion of child death reviews that have not yet been completed.”

Good Law Project said it was “appalled” that U.K. health secretary Wes Streeting “commissioned and published a report to reassure the public that there was no significant rise in suicide rates, when 22 children took their own lives in a single year: 2021-22.” The Appleby report, they said, “denied the reality of trans deaths, as Streeting’s ban on puberty blockers denied the reality of trans lives.”

The nonprofit claims that Streeting department “fought tooth and nail” to block its freedom of information requests.

“To silence those raising the alarm on rising trans suicides as ‘dangerous’ while ramping up the policies correlating with that rise is an act of grave moral wickedness,” the group said.

For thirty years, internet users have benefited from a key federal law that allows everyone to express themselves, find community, organize politically, and participate in society. Section 230, which protects internet users’ speech by protecting the online intermediaries we rely on, is the legal support that sustains the internet as we know it.

Yet as Section 230 turns 30 this week, there are bipartisan proposals in Congress to either repeal or sunset the law. These proposals seize upon legitimate concerns with the harmful and anti-competitive practices of the largest tech companies, but then misdirect that anger toward Section 230.

But rolling back or eliminating Section 230 will not stop invasive corporate surveillance that harms all internet users. Killing Section 230 won’t end the dominance of the current handful of large tech companies—it would cement their monopoly power. 

The current proposals also ignore a crucial question: what legal standard should replace Section 230? The bills provide no answer, refusing to grapple with the tradeoffs inherent in making online intermediaries liable for users’ speech.

This glaring omission shows what these proposals really are: grievances masquerading as legislation, not serious policy. Especially when the speech problems with alternatives to Section 230’s immunity are readily apparent, both in the U.S. and around the world. Experience shows that those systems result in more censorship of internet users’ lawful speech.

Let’s be clear: EFF defends Section 230 because it is the best available system to protect users’ speech online. By immunizing intermediaries for their users’ speech, Section 230 benefits users. Services can distribute our speech without filters, pre-clearance, or the threat of dubious takedown requests. Section 230 also directly protects internet users when they distribute other people’s speech online, such as when they reshare another users’ post or host a comment section on their blog.

It was the danger of losing the internet as a forum for diverse political discourse and culture that led to the law in 1996. Congress created Section 230’s limited civil immunity because it recognized that promoting more user speech outweighed potential harms. Congress decided that when harmful speech occurs, it’s the speaker that should be held responsible—not the service that hosts the speech. The law also protects social platforms when they remove posts that are obscene or violate the services’ own standards. And Section 230 has limits: it does not immunize services if they violate federal criminal laws.

Section 230 Alternatives Would Protect Less Speech

With so much debate around the downsides of Section 230, it’s worth considering: What are some of the alternatives to immunity, and how would they shape the internet?

The least protective legal regime for online speech would be strict liability. Here, intermediaries always would be liable for their users’ speech—regardless of whether they contributed to the harm, or even knew about the harmful speech. It would likely end the widespread availability and openness of social media and web hosting services we’re used to. Instead, services would not let users speak without vetting the content first, via upload filters or other means. Small intermediaries with niche communities may simply disappear under the weight of such heavy liability.

Another alternative: Imposing legal duties on intermediaries, such as requiring that they act “reasonably” to limit harmful user content. This would likely result in platforms monitoring users’ speech before distributing it, and being extremely cautious about what they allow users to say. That inevitably would lead to the removal of lawful speech—probably on a large scale. Intermediaries would not be willing to defend their users’ speech in court, even it is entirely lawful. In a world where any service could be easily sued over user speech, only the biggest services will survive. They’re the ones that would have the legal and technical resources to weather the flood of lawsuits.

Another option is a notice-and-takedown regime, like what exists under the Digital Millennium Copyright Act. That will also result in takedowns of legitimate speech. And there’s no doubt such a system will be abused. EFF has documented how the DMCA leads to widespread removal of lawful speech based on frivolous copyright infringement claims. Replacing Section 230 with a takedown system will invite similar behavior, and powerful figures and government officials will use it to silence their critics.

The closest alternative to Section 230’s immunity provides protections from liability until an impartial court has issued a full and final ruling that user-generated content is illegal, and ordered that it be removed. These systems ensure that intermediaries will not have to cave to frivolous claims. But they still leave open the potential for censorship because intermediaries are unlikely to fight every lawsuit that seeks to remove lawful speech. The cost of vindicating lawful speech in court may be too high for intermediaries to handle at scale.

By contrast, immunity takes the variable of whether an intermediary will stand up for their users’ speech out of the equation. That is why Section 230 maximizes the ability for users to speak online.

In some narrow situations, Section 230 may leave victims without a legal remedy. Proposals aimed at those gaps should be considered, though lawmakers should pay careful attention that in vindicating victims, they do not broadly censor users’ speech. But those legitimate concerns are not the criticisms that Congress is levying against Section 230.

EFF will continue to fight for Section 230, as it remains the best available system to protect everyone’s ability to speak online.

Right-wing media figures are blasting Attorney General Pam Bondi’s bizarre and evasive appearance at a House Judiciary Committee hearing yesterday.

Greg Kelly, a host for the right-wing media outlet Newsmax, said, “I like her, but she’s in over her head…. I don’t think Pam is living up to that responsibility. This week the Trump administration targeted four Democrat-led states with cuts to funding that had already been authorized by Congress for HIV/AIDS monitoring, STD prevention, and studies assessing health risks for people of color, among other programs.

The White House called them “inconsistent with agency priorities.”

The funds are administered through the Centers for Disease Control and Prevention and total roughly $600 million.

Now the four states – California, Minnesota, Illinois and Colorado – are suing the administration for reinstatement of the funds, beginning with seeking a restraining order to stop the cuts from taking effect. The lawsuit asserts cutting the previously authorized funds is illegal and would “irreparably harm the states.”

The cuts are “based on political animus,” the complaint says.

“President Trump is resorting to a familiar playbook,” Rob Bonta (D), the attorney general of California, said in a statement. “He is using federal funding to compel states and jurisdictions to follow his agenda.”

“Those efforts have all previously failed, and we expect that to happen once again,” he said.

“The president is really interfering with the constitutional right of Congress to have the power of the purse. There have been countless lawsuits,” John Peller, president and CEO of AIDS Foundation Chicago, told ABC Chicago.

“It makes tremendous sense to be investing in HIV prevention programs if the concern is about saving money,” Peller said.

Among those named in the suit is Russel Vought, head of the White House Office of Management and Budget, who was a prominent author of Project 2025 and has been instrumental in advancing the Heritage Foundation’s far-right, Christian nationalist agenda in Trump’s second term.

In March 2025, the National Institutes of Health canceled funding for dozens of HIV-related research grants in a drive to stamp out what the Trump administration calls ideologically-driven science.

Among the latest cuts are $1.1 million for HIV surveillance in Los Angeles County; $876,000 to California universities to address “reducing social isolation among older L.G.B.T.Q. adults”; $371,000 to focus on “engaging Latino and African American” men who have sex with men in Colorado; $7 million for the city of Chicago to study populations that are disproportionately affected by STDs; and $5.2 million to Lurie Children’s Hospital of Chicago to increase use of PrEP among Black cisgender women.

A spokesman for OMB told ABC News the CDC cuts affect states with a “history of fraud and mismanagement.”

The same four states, as well as New York, were targeted by the Department of Health and Human Services when it moved just weeks ago to halt $10 billion in social services and child care funding, alleging the money is being misused. A lawsuit against those cuts was also filed in response.

Matthew Rose, senior public policy advocate at the Human Rights Campaign, said cuts to HIV funding could reverse hard-earned gains made against the virus that causes AIDS.

“We are on the precipice of truly transforming the way that prevention has happened,” Rose said. “They’re like, ‘No, let’s pull up all the roots.'”

“You’re looking at billions of dollars getting spent on HIV,” he said. “None of the other HIV organizations and private companies have that kind of money to put into that kind of space.”

“They can’t make up for that gap that we worked so hard for that federal money to do.”

Rose also noted the irony of Trump launching his own program in 2019 to end the HIV epidemic in the U.S. by 2030. The successive waves of funding cuts and grant terminations seem to contradict that goal, he said.

For as long as small, hidden radio transmitters have existed, people have wanted a technology to detect them. One of the more effective ways to find hidden electronics is the nonlinear junction detector, which illuminates the area under investigation with high-frequency radio waves. Any P-N semiconductor junctions in the area will emit radio waves at harmonic frequencies of the original wave, due to their non-linear electronic response. If, however, you suspect that the electronics might be connected to a dangerous device, you’ll want a way to detect them from a distance. One solution is harmonic radar (also known as nonlinear radar), such as this phased-array system, which detects and localizes the harmonic response to a radio wave.

One basic problem is that semiconductor devices are very rarely connected to antennas optimized for the transmission of whatever harmonic you’re looking for, so the amount of electromagnetic radiation they emit is extremely low. To generate a detectable signal, a high-power transmitter and a very high-gain receiver are necessary. Since semiconductor junctions emit stronger lower harmonics, this system transmits in the 3-3.2 GHz range and only receives the 6-6.4 GHz second harmonic; to avoid false positives, the transmitter provides 28.8 decibels of self-generated harmonic suppression. To localize a stronger illumination signal to a particular point, both the transmit and receive channels use beam-steering antenna arrays.

In testing, the system was able to easily detect several cameras, an infrared sensor, a drone, a walkie-talkie, and a touch sensor, all while they were completely unpowered, at a range up to about ten meters. Concealing the devices in a desk drawer increased the ranging error, but only by about ten percent. Even in the worst-case scenario, when the system was detecting multiple devices in the same scene, the ranging error never got worse than about 0.7 meters, and the angular error was never worse than about one degree.

For a refresher on the principles of the technology, we’ve covered nonlinear junction detectors before. While the complexity of this system seems to put it beyond the reach of amateurs, we’ve seen some equally impressive homemade radar systems before.
